1.The Service and Corporate Declaration

These Terms of Service govern the access and use of the digital procurement and connectivity management platform operated by Mycelium Frameworks (Pty) Ltd, trading as Dhora ("the Company"). The Company functions exclusively as a technology service infrastructure partner and software interface layer. The Company is not a licensed bank, deposit-taking institution, or financial services provider (FSP) under South African law. All virtual payment card products are issued, cleared, and settled by licensed international partner institutions via programmatic B2B integration.

2.Account Eligibility and KYC Mandate

To activate an account and request card issuance, clients must undergo complete identity and business validation. You agree to provide accurate, up-to-date, and unedited documentation. Providing fraudulent CIPC data, false identification, or unverified operating addresses will result in immediate permanent account termination, the freezing of linked card ledgers, and a mandatory report to corporate compliance networks.

3.Use Restrictions and Fraud Red Flags

Virtual USD cards provisioned via our API portal are designed exclusively for legitimate, web-based online transactions (such as Starlink connectivity, software subscriptions, and digital marketplaces). The following activities are strictly prohibited:

  • Utilizing the virtual infrastructure to interact with unauthorized crypto exchanges, gambling platforms, or peer-to-peer cash-out networks.
  • Associating a single virtual card footprint across hundreds of random merchant accounts to act as a payment aggregator.
  • Any attempt to bypass the South African Reserve Bank (SARB) Single Discretionary Allowance (SDA) regulations via corporate proxy structures.

4.Funding, Fees, and the 3% Buffer Rule

  • Funding: Cards are loaded into US Dollars (USD) exclusively after verified clearing of local regional currencies with our designated corporate collection agents.
  • Declined Transactions: A penalty fee of $0.40 USD applies to every single transaction declined by the network due to insufficient card funds.
  • Cross-Border Buffer: Transactions originating outside the United States or requiring multi-currency conversion (e.g., EUR, GBP, ZAR settlements) are subject to network processing fees. The Client agrees to maintain a mandatory 3% financial buffer over the retail price on their card balance to prevent automated transactional failures.

5.Limitation of Liability

The Company provides this platform on an "as-is" and "as-available" basis. We are not liable for sudden interruptions, account suspensions, or service delivery failures enforced by upstream card issuing networks or third-party merchants (such as Starlink Internet Infrastructure billing anomalies).

6.Governing Law

These terms are governed exclusively by and construed in accordance with the laws of the Republic of South Africa. Any disputes arising hereunder shall be subject to the exclusive jurisdiction of the South African legal system.
